This much awaited move by ICFRE is mainly due to the limited number of DOEs and high transaction cost of project development of afforestation and reforestation activities in India.

Earlier reports had indicated that ICFRE was rushing ahead to get DOE accreditation for validation and monitoring of CDM A/R projects in India and other Asian countries, as a separate, independent entity within the fold of ICFRE

NGOs accredited with UNFCCC or stakeholders are requested to provide comments or information on the DOE beginning Friday (04 September 2009). The commenting window is open for 15 days.
